The web designer or computer programmer works alongside staff in the Office of Informatics and Information Resources Management (OIIRM) and in collaboration with other public health staff from the center on a wide range of programs developing research concepts, proofs of concept, and pilots that address public health issues and priorities using mobile technologies/applications. This work could take the form of new/novel data and information dissemination strategies using mobile devices and platforms (e.g., mobile opportunities using STATE system data – http://apps.nccd.cdc.gov/statesystem/Default/Default.aspx), new/novel data collection approaches using mobile devices, and/or novel approaches for integrating different health and non-health data sources, presented through mobile devices, to improve decision making (e.g., integrating public health restaurant inspection scores with Yelp restaurant reviews). In addition, the individual helps identify opportunities for proofs of concept.
Essential Duties and Responsibilities:
This position reports to the program manager. Some specific tasks areas include:
· Design and develop a variety of interactive web-based products, such as native applications, third-party applications, interactive infographics, and widgets.
· Engage with OIIRM to schedule Enterprise Performance Life Cycle (EPLC) and prep appropriate artifacts/documentation.
· Design and build web pages using a variety of web development software applications, techniques, tools, and standards in support of NCCDPHP static websites.
· Support public health practice through application of informatics principles and effectively leveraging data and information contained within existing information systems.
· Consult with stakeholders to identify business, functional, and technical requirements and prepare gap analyses, trade-off studies, and business cases to support public health mobile application development efforts.
· Perform feasibility studies, including alternatives analysis and cost benefit estimates.

Skills:
· Strong web design skills, including proficiency with HTML5, JQuery, CSS, and the ability to design and build web pages using a variety of web development software applications, techniques, and tools.
· Good written and oral communication skills, ability to work well in a team environment, and problem solving skills.
Experience:
· Experience using an enterprise-class content management system.
· Strong experience with standard web development practices, systems development, and mobile technology is required.
· Familiarity with Section 508 Americans with Disabilities Act and accessible design, including clear understanding and ability to apply Section 508 compliance standards static web pages, and web applications.
· Prefer experience with user-centered design/user experience principles and usability testing.
Education:
· Prefer education and experience in one or more of the following areas: computer science, human/computer interaction, information design, implementation science, public health, or an affiliated science.
· Specialized training/certification where required or applicable.
